A Korean store operator who sold women's used underwear to waiting male customers has been arrested for violating trading laws, police said Thursday.

The 43-year-old operator, Lee Dang-sin, from Tokyo's Bunkyo-ku, was arrested for selling secondhand items without Metropolitan government permission.

Police said other retailers had in the past sold used women's underwear, but in the store that the 43-year-old effectively operated, girls were made to wait while customers chose one of them to remove their underwear so they could buy it.

Lee reportedly formed a list of over 1,800 junior high school and high school girls who would sell their underwear, and gathered girls and customers through an Internet home page. In addition to selling underwear at the store, he reportedly sold items through mail order.

Investigators said the arrested operator had not obtained permission to sell used articles from the Tokyo Metropolitan Public Safety Commission. However, the company he operated went ahead and opened a store called Final Fantasia in Tokyo's Shibuya district.

Between the end of February and the beginning of September, he sold 11 items of underwear belonging to two schoolgirls, including one 17-year-old, to two male customers for a total of 51,000 yen, police said. (Mainichi Shimbun, Oct. 31, 2002)
